ceph-iscsi does not report underlying problems with rbd-target-gw and rbd-targer-api services

Bug Description

ceph-iscsi reports being "active, idle" even though the underlying services providing gateway functionality are not running. The charm should instead report being at least 'blocked'.

Steps to reproduce:

1. Stop iSCSI Gateway services to simulate the failure.

juju ssh ceph-iscsi/0
sudo systemctl stop rbd-target-gw && sudo systemctl stop rbd-target-api

2. Verify ceph-iscsi unit status.

juju status ceph-iscsi/0
[...]
ceph-iscsi/0* active idle 1 172.27.81.70 Unit is ready

Expected result: the charm should report "blocked, idle" with a message "Services are not running but should be: rbd-target-api, rbd-target-gw"

Deployed on focal, ceph-iscsi revision 0.
