Add confirmation step for deleting an external app

Bug Description
When you delete an external app in 'Web services', there is no confirmation step, thus making it very easy to accidentally delete the wrong item. Like in many places elsewhere in Mahara, e.g. when you delete a file that is used in a page, we should have such a confirmation step included using a browser dialogue window.
