Provide rack controller status over api

Bug Description

To check whether there are any connected rack controllers the angular client currently checks if there is anything listed in general.power_types, see:

https://github.com/canonical-web-and-design/maas-ui/blob/master/legacy/src/app/controllers/node_details.js#L1188

It would be nice if there was a more explicit way to check the connected status (or maybe there is and I haven't spotted it).

MAAS no longer uses Angular, UI logic is rewritten since this issue was submitted.
