Spotify notifactions ( song change) can not be switched off via settings

Bug Description
$ budgie-desktop --version
budgie-desktop 10.5.1
Just installed Ubuntu/Budgie 20.10. Also installed Spotify (<https:/
Spotify has its own setting regarding "Show desktop notifications when the song changes". This setting overrides the following settings:
1. Settings -> Notifications "Do Not Disturb".
2. Settings -> Applications -> Spotify -> Notifications OFF
Desired behavior is that Budgie is the single point to decide which applications send notifications to the user and overrides application settings if present.
