The application displayed on "side monitor" can not be moved to another workspace (observed on workspace switching applet) but always displayed on the screen

Bug Description
Ubuntu budgie 20.04 fully updated.
When using 2 monitors, the following bugs were observed recently:
- When an application is displayed on the "side" screen (Which is not the main display - which can be chosen from the Displays menu), it has some weird behaviors:
- Can not switch the application to another workspace using mouse drag or "ctrl + shift + alt + arrow", the applications on the main display work as usual
- The application on the side screen is always being displayed on the screen even I switch to another workspace that does not have it inside
