Bug Description

Go to Settings > Mouse & Trackpad
* Turn off Natural Scrolling and Click "Test Your Settings"
* Moving scroll wheel "up" moves content down
* Turn on Natural Scrolling and Click "Test Your Settings"
* Scroll wheel behavior is unchanged
