Please sync sfcgal 1.3.9-1 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * No change rebuild against new boost1.71 on armhf ABI

  * Reduce debug info also on arm64 to fix a build failure

Patch now included in the Debian package.
