Carousel: Display refresh time as well as date

In the carousel grid, it would be helpful to display the refresh time as well as the date, as refreshes may be done more than one time per day (particularly during testing).

I've tested this out on tiffany-master. I'm going to the carousel interface (local admin > carousel) and right clicking a carousel, and selecting "Refresh selected". Then I wait a few minutes and refresh my browser. When I do that I am seeing the refresh date, but no time displayed.

If my testing procedure is off please let me know.

Just a tip that an easier way to get the time to display is to just add [datePlusTime]="true" to the relevant <eg-grid-column>

The last refresh time does show up on refreshing automated carousels and the time stamp is correct.
