Moving to snapd as the error is:
- Run install hook of "lxd" snap if present (run hook "install": cannot perform operation: mount --rbind /var/tmp /tmp/snap.rootfs_1DwCoc//var/tmp: Permission denied)

This isn't logic from the LXD snap itself but something that snapd is performing.

affects: lxd (Ubuntu) → snapd (Ubuntu)
summary: - package lxd 3.0.3-0ubuntu1~18.04.1 failed to install/upgrade: new lxd
- package pre-installation script subprocess returned error exit status 1
+ mount --rbind /var/tmp /tmp/snap.rootfs_1DwCoc//var/tmp: Permission
+ denied)

Is /var/tmp a symbolic link? I think we only handle a case when that is a real directory.
