Please take a look at https://wiki.debian.org/Teams/MySQL/FAQ for tips on fixing common upgrade issues.

This is a confirugation error that the newer version doesn't support anymore.
Answered plenty of times on the internet like (my first find) https://stackoverflow.com/questions/20136926/why-does-log-slow-queries-break-my-cnf
