Missing files in tex-common caus updmap to fail

Bug Description

updmap will read the following updmap.cfg files (in precedence order):
  /etc/texmf/web2c/updmap.cfg
  /usr/share/texmf/web2c/updmap.cfg
  /usr/share/texlive/texmf-dist/web2c/updmap.cfg
updmap may write changes to the following updmap.cfg file:
  /etc/texmf/web2c/updmap.cfg
dvips output dir: "/var/lib/texmf/fonts/map/dvips/updmap"
pdftex output dir: "/var/lib/texmf/fonts/map/pdftex/updmap"
dvipdfmx output dir: "/var/lib/texmf/fonts/map/dvipdfmx/updmap"
updmap [ERROR]: The following map file(s) couldn't be found:
updmap [ERROR]: fontname.map (in /etc/texmf/web2c/updmap.cfg)
updmap [ERROR]: Did you run mktexlsr?

        You can disable non-existent map entries using the option
          --syncwithtrees.
-- ipdmap output end --

It looks like the map files are missing.
This happened after upgrading from 20.04 -> 20.10

This is the installation log:

The key issue with this bug is that you cannot install texlive on Ubuntu 20.10.
texlive -> texlive-base -> tex-common

As this is a vital software component for many users, I would suggest to address this issue rather quickly.

After some digging. I found a file /etc/texmf/updmap.cfg and removed it. I also search and purged all packages which put anything in a texmf folder on my system. Subsequently, I could install texlive again.

So my current working theory is that the /etc/texmf/updmap.cfg should be removed/replaced during the upgrade.

Thank you for your bug report but /etc/texmf/web2c/updmap.cfg isn't a file provided by Ubuntu
