"Restart Firefox" button quits but doesn't restart after Firefox upgrades

Bug Description
When I upgrade Firefox via apt upgrade (or, more often, Update Manager) and open a new tab, Firefox shows a page telling me that it's been upgraded and I need to restart it before I can continue browsing.
There's a "Restart Firefox" button. I press it, Firefox quits, and then fails to restart. I have to start Firefox myself.
This is similar to bug 80773, but that one was fixed back in 2012, so I think this is a new one.

I've also seen this behaviour, did some digging and found this report and bug 1871009. Since the other one has more discussion I'll mark this as a duplicate and leave a comment.
