[gdm3] Screen keyboard doesn't work after session locked

Bug Description

Below explain further details and reproduce instruction to recognize the issue

Ubuntu all in one touch screen device with 2 user accounts (eg: root and non-root)

[1] Boot the device
[2] Ubuntu loads to main login screen (the screen that display all user accounts) then tap on any user account and it brings to next screen to enter the password. Screen keyboard automatically appear then you can enter password and tap enter to login.

[3] Lock the session
[4] It brings to locked screen that display time
[4] Tap on screen once, then brings to existing logged account login screen (not the main login screen that display all accounts list)
[5] [Bug] Tap on password input field, screen keyboard doesn't appear. you cannot get it by anyway

(Alternative solution)
- Tap the user accounts icon located on right side down corner then it bring to locked screen that display time
- Tap on screen again, it display main login screen that display all user accounts. Now you can tap on already logged user account icon and it brings to existing logged account login screen, now screen keyboard appear and you can unlock the session

(About universal access > enable screen keyboard)
If enable that, then it display screen keyboard on 4th step but any key input doesn't appear on password input field. Furthermore that screen keyboard through universal access too annoying because after that, screen keyboard pop up when tap on text field.
