Bug Description

There is a neutron-cleanup service that serves as a cleanup utility to get rid of orphaned tap devices in case of node hard reboots. This service is enabled only for OVS agents and is missing on OVN deployments.

    ovn: Add neutron-cleanup

    The service cleans up orphaned tap devices on node boot. This is good
    for cases were node was fenced or hard rebooted. There is similar patch
    for OVS deployments [1].
