Bug Description

Neutron repo contains a tool for automation of migration to ML2OVN procedure. The tool is under tools/ovn_migration/infrared/tripleo-ovn-migration/ . It is a plugin for infrared [1]
The problem is that the tripleo-ovn-migration infrared plugin does not support SR-IOV environments.
