Hello Michael and thanks for this bug report.
I expected to see the /var/log/ mysql/error. log file attached to this Apport generated bug report, but it's not there. Could you please check if the file exists and if it does attach it manually to this bug report?
I can't reproduce the problem on a fresh Focal system. Are you able to provide a minimal set of steps to reproduce the issue from scratch? Without steps to reproduce it's difficult for a developer to confirm this issue is a bug rather than a local configuration problem, and in general to begin working on it.
