Bug Description

Upgrade from 18.04.5 to 20.04.1 fails.

/var/log/dist-upgrade/main.log shows:

This was resolved by removing xubuntu-desktop and xubuntu-core, while using Mate, then running the upgrade again. xubuntu-desktop was then reinstalled, following the upgrade, and works normally.

I had just the same issue as described above, but trying to perform a system upgrade from 20.04 to 22.04, while working on the MATE desktop.
The solution was also just the same, i.e. removing xubuntu-desktop and xubuntu-core.
These packages are still missing, but all seems to work fine.
