Noto Color Emoji not consistently used

Bug Description

It is great to see that Emojis are shown in Ubuntu 20.04 in most apps. But it is not consistent which emoji foint is shown. I had to delete other emoji fonts than the Noto Color Emoji package to have Noto be shown in Wire Messenger and Evolution.
But with only Noto installed it seems that certain applications still don't show emojis with Noto.
How could this be fixed?

At the end of this Ask-Ubuntu-answer (https://askubuntu.com/a/1045916/30631) there was a tip to create a ~/.config/fontconfig/conf.d/01-emoji.conf file and this helped to get Thunderbird show the Noto emojis in the new email window but when I look at a sent emails the emojis are only black & white.

This looks like more of a support question than a specific, actionable bug.

If the emoji font does not work correctly in an app, it is more likely to be a bug in that app rather than a bug in the emoji font.

I would be hesitant to make changes to the fontconfig configuration. Noto Color Emoji is the default emoji font for Ubuntu and works without manual changes to fontconfig, but making changes to fontconfig could cause the fonts to not display as intended.

Therefore, I am closing this bug.
