Bug Description

Sample attached.

$ unzip -l new.zip
Archive: new.zip
  Length Date Time Name
--------- ---------- ----- ----
        0 2020-07-16 23:30 тест.txt
--------- -------
        0 1 file

$ zip -d new.zip тест.txt
        zip warning: name not matched: тест.txt

zip error: Nothing to do! (new.zip)

I confirmed this on Ubuntu 22.04.2 LTS (Jammy Jellyfish), but this is no bug in unzip.
