Nvidia Driver Server Packages should suggest GUI components instead of recommend

Bug Description

Right now installing `nvidia-driver-4(4|5)0-server` (ubuntu/multiverse) will install the entire gnome-shell stack which pulls in a lot of IMHO unrelated and unwanted software including printer services, input drivers, pulseaudio, and more graphical things normally not desired to be on a headless server.

While install with `--no-install-recommends` works as expected, it doesn't include decode/encode libs and extra other libraries normally expected from a full install.

I think it would be appropriate to move `nvidia-settings`, `nvidia-prime`, and other recommended packages depending on graphical components to the suggested section.
