Bug Description

I'm using Ubuntu 20.10 (beta).

The title bar thickness is different between gtk3 / gtk2 applications.

Gtk3 applications have a thicker title bar. I think all thickness must be the same to keep the visual identity of the OS.

In Ubuntu 20.04 there is no such problem: all title bars have the same thickness.

It's not a new problem. I can see the same issue in 20.04 right now.

I'm not sure it's a bug though... GTK3 titlebars are functionally different to GTK2 titlebars.

Hi, gtk3 does not have titlebars, those are headerbar and I think we should not compare them. The relationship is more between gtk3 headerbars and gtk2 titlebars+menubar, so if we make titlebar as tall as headerbar we will just end up wasting space (considering that headerbar are already quite thick, maybe too much, in my opinion).
