do-release-upgrade failed after all ppa packages removed, 18.04 -> 20.04

Bug Description

do-release-upgrade fails when calculating the upgrade, I tried removing some packages but apt.log still reports in the end 49 conflicts.
How do I figure out what to remove to enable upgrade?
