Wishlist: add an org-unit selector to Holds Pull List

Bug Description

Due to COVID-19, one of our libraries is currently unstaffed. We're still pulling holds from there on an as-needed basis, though.

This requires us to log into a totally different workstation, just to see if there are any holds that need to be pulled.

It would be more convenient if we had an org-unit dropdown showing all the libraries that the staff member had permissions for. When a staff member chooses a different library from the org-unit selector, the holds pull list for that library could display. This way, we could check to see if we need to drive over to the branch, without needing to switch workstations.

Yes, I often have to log in to various libraries to see problems they are reporting with their holds lists, so I end up with dozens and dozens of workstations because I need to create new ones just to view them.

+1 Libraries trying to continue to pull holds for multiple branches in one system during library shutdowns and with limited access would absolutely benefit from this enhanced functionality. The suggested change would be a big timesaver and make a difference to staff and patrons alike.

P.S. I didn't make the org-selector sticky, to match how I envision myself using it. Usually, I'd want to see my workstation org unit's pull list. I'd only occasionally want to see those of other libraries. Happy to make it sticky, though, if it would be more useful that way.

I tested this today on the KCLS Server and it worked as expected letting me switch to other org units.
It would not allow me to select system level org units that should not have any holds.
The changes were not sticky and it went back to the workstation library upon leaving and navigating back.

I have tested and sign off on this fix.

Pushed for inclusion in 3.8, along with a follow-up that makes the styling of the org selector and its label match that of the holds shelf interface. Thanks, Jane and Jennifer!
