Thanks for reporting.

I don't get the same error message when attempting to install libpython3.8-dev and it looks like there's a mismatch in the version numbers for some of the packages. Could you please attach the output from `apt policy libpython3.8-dev libpython3.8-minimal`, this will tell us which versions are available. I also don't see "3.8.6-1+bionic1" in the list of versions on https://launchpad.net/ubuntu/+source/python3.8
