deploy from machine list page fails when release changed

Bug Description
MAAS version: 2.8.2 (8577-g.a3e674063)
When I select a machine from the machines page and ask it to deploy, I'm given a list of Ubuntu releases. The default is bionic. If I change the release to focal, then hit deploy the deployment fails with "Error: ga-18.04 is not available for ubuntu/focal on arm64/generic". The "kernel" pull down says "No minimum kernel" before and after selecting focal. It seems like this should be smart enough to use the focal GA kernel.
