It appears although sahara containers should be built.

These containers will need to be skipped from build and push until we can verify they build and push successfully

nova-serialproxy is also not built.. same story.

so.. to summarize..

we need to build the following in centos-8 - train
sahara-api
sahara-engine
nova-serialproxy ( I think )

All these above container images have image_source pointing to kolla, that;s why it is not getting built by promoter and pushed to docker.io

I am not sure we need sahara containers in the deployment.
