A/T SMS Sending Results In Incorrectly Validated Events For Upgraded Sites

Branching from bug 1096209. Sites who upgraded at some point from 2.1 -> 2.2 (very long ago) probably missed adding a new parameter to Action Trigger event definitions that send SMS messages.

Jeff Davis developed an upgrade script in 2015 that should correct the problem if present, but is harmless if not:

Working branch user/jeffdavis/lp1096209_check_sms_notify has an upgrade script that adds the check_sms_notify to the appropriate event defs, as suggested in my last comment:

Having applied this years ago in PINES, I'm certain adding the parameter fixes this issue. Pushed the fix to master. Thanks, Jeff, for keeping the flame alive on this one!
