ubuntu_ltp_syscalls failed on Groovy when trying to start systemd-timesyncd.service

ubuntu_ltp_syscalls test failed to run on Groovy, test failed with (this issue does not exist on s390x, as the systemd-timesyncd.service does not exist on Groovy s390x):

Still visible on Groovy oracle, however this issue does not exist on Groovy generic kernel / other cloud kernels
