nautilus-actions is not configurable

Bug Description

Steps to reproduce
====================

1. (install nautilus)
2. Install nautilus-actions (`apt install nautilus-actions`)
3. Restart nautilus (`killall nautilus`, `nautilus`
4. Try to configure nautilus-actions:

   - **Actual**
     - There is no menu entry for nautilus actions
     - Calling `nautilus-actions` does not work (program not found)
     - Clicking the cogwheel (top right) in nautilus doesn't show any config options
     - Preferences in nautilus don't show any config params
     - Right click in a folder -> nautilus-actions menu: Does not show a config option
   - **Expected**
     - I would have expected a new entry "nautilus-actions" or "custom actions" when clicking the cogwheel on the top right

Misc
=====

I had a previous installation, that was automatically removed by a previous ubuntu update (different bug). My settings from that installation are still valid (I can still see those entries).
I tried to `apt purge nautilus-actions` and reinstall, but
1) `purge` did not remove my previous settings
2) the situation did not change
