Bug Description

Hi,

We see frequent request spikes to changelogs.ubuntu.com. It turns out it's related to the release-upgrade-motd being called from cron.weekly. Can we spread this out over a period of time? Perhaps changing it over to using systemd timers much like we do with apt update these days?
