Staff catalog extended filters fail to display

Bug Description

Evergreen 3.6

In the staff catalog, clicking the 'Toggle Search Filters' icon (right of the search form plus/minus icons) expands the filter area, but the filters are left empty and a console error is displayed:

core.js:4197 ERROR DOMException: Failed to execute 'appendChild' on 'Node': The new child element contains the parent.
    at EmulatedEncapsulationDomRenderer2.appendChild

I traced this to a complex i18n structure in the search form that is giving Angular (maybe the new ivy compiler?) some heartache. Patch en route.
