[train] openstack overcloud status can report cd status for the wrong stack name

When fetching the config download status from mistral only the job name is considered, not the plan name, so the latest status is being reported for all plans e.g:

    overcloud status report the correct cd for the given plan

    Choose the most recent execution with the correct plan_name in the input field.
    Also push the filtering/ordering up to the mistral REST API where possible.
