Installation not waiting for netplan to be ready before showing bad archive mirror

Bug Description

We are experiencing problems automatically installing Ubuntu 20.04 on various servers using PXE and preseed.

Our setup works correctly with some servers while failing more often than not with the rest. The failure is the "Bad archive mirror" standard error message. I've tried changing mirrors, that doesn't seem to make a difference. We have also tried another location of ours, to make sure it wasn't just a local mirror issue - that appears to have made no difference.

If we manually press "Continue" and tell Ubuntu installer to fetch the preconfiguration file a second time it works without any problems.

I suspect the reason it does not work the first time is that Ubuntu installer does not bother to wait until the network link is ready (ie. netplan), before attempting to fetch the preconfiguration file. In /var/log/syslog I can see that the interface comes up, but later than when the server tries to fetch the preconfig file.
