Bug Description

Per bug 1777677, the Bootstrap OPAC's My Account page should grow the ability the test SMS and email notification methods.

This adds a send test email button to the My Account > Preferences and adds a send test text message button to My Account > Preferences > Notification Preferences.

Note that the Library Setting for "Enable features that send SMS text messages" must be enabled and the "Send Test SMS" Notification Action Trigger must be enabled.

Thanks, Terran and Christine! Merged for inclusion in the 3.10 release candidate.

Also, shout out to Terran for the nice design! I think the Message Sent area with the SMS text looks really good (screenshot attached).
