Bug Description
The Quobyte driver calls 'mount.quobyte' to check for the existence of the binary which can have unwanted side effects:
1) If there's a valid default config on the host this might actively mount something.
2) There might be confusing error messages in the log (depends on version)
The driver should check for the binary via python methods and prevent the aforementioned possible side effects.
