e-mail/clear basket option not working when done from drop down menu

Bug Description

Tested on Evergreen 3.3

The "Clear basket after emailing it." option on the confirmation page of the Email Title Details option from the Basket Action Drop down menu does not result in the basket being cleared. If you view the basket then choose the same options the basic is cleared. Here is how to test:

In the OPAC search for any topic.
Click on the "Add to basket" links.
In the Basket Action drop down menu chose the "Email Item Details" option.
Click on the Go button.
On confirmation screen checked the "Clear basket after emailing it" box.
Clicked Confirm.
Click Return on the next screen.
You will see the number of items are still listed as being in the basket.

If you view the basket the items are still listed. If you select the "Print Title Details" and follow the same steps the basket clears.

Note that the same problem occurs when placing holds from a basket - when you click "Clear basket after holds" the basket isn't cleared
