Angular holdings view library setting isn't sticky

Bug Description
Web client 3.4.4, experimental staff catalog
We are used to the library selected in the Holdings View to being the workstation org unit. If I were to change it to CONS to view all our libraries' holdings, then when I return later to holdings view, my change is retained.
What I'm seeing now is CONS is the default and no matter what library I try to change to, when I return to the Holdings View screen, the setting has returned to CONS.
I think this field should be a sticky setting as it was in XUL and currently is in the traditional web client interface.

I have the same happening in 3.5. I've tried setting my preferred library to specific library, but no matter what, the setting in Holdings View reverts to CONS every time I look at a new bib record.
