Address Alerts not working correctly if using state only

I tested this in 3.3 and on 3.4 (the old screens, as the new admin screen does not work).

When using only the State field for an address alert and nothing else, the patron registration won't recognize it unless you first enter a matching state in the box, and second place your mouse on one of the other fields (like street or city) and move off of that field.

The state box doesn't seem to trigger the alert check, but the other fields do.

Since the state is typically the last item entered on the patron address, the alert never gets triggered.

The component that runs the address alert check should be activate the same way on the state field (and all other fields in the address alerts scree) to fire off whenever data is entered in the specific box and focus leaves.
