Wishlist: Add support for Stripe Payment Intents

As a follow-on to the work done in bug 1774892 (Upgrade to Stripe v3), Equinox will be adding support for Stripe's Payment Intents API.

Work will proceed according to the following plan, subject to revision at the discretion of Equinox and its funding partners:

I tested this with a Stripe test account and it appeared to work flawlessly as far as I could tell.

I got a conflict in the seed values file when I tried to sign off through git, so signing off here instead: I consent to signing off with my name, Terran McCanna, and my email, <email address hidden>
