Bug Description

Review https://review.opendev.org/#/c/747105/ adds nrpe "Monitor Swift Object/Container/Account API availability" capabilities to the swift-storage charm. However, we don't really want to expand the gate tests to include more non-openstack charms, and deal with 'scenarios' in OSCI using periodic (weekly) test runs.

So this bug is to add scenario tests to a test (e.g the kitchen sink test), or create a new scenario for 'monitoring') to verify that these functions work.
