Bug Description

There are known problems[0] with enabling arp_responder as well as l2_population for the linuxbridge agent, not least of which is that the former isn't fully compatible with the allowed-address-pairs extension[1].

Previously K-A left this as disabled (the default), before agent config was split into individual files, IMO this should be reverted.

    Enabling both l2_population and arp_responder for LinuxBridge can cause
    problems in some configurations [0]. This commit removes the explicit
    'true', reverting it to the default which is 'False'.
