Bug Description
Over the weekend oncall shift the publisher appears to have gotten stuck after the phase germinating flavors:

I eventually tracked this down, attaching to the process and stracing it just showed it sitting in wait so I ended up killing it and clearing the lock file, which allowed things to progress, though I imagine you've got a pile of OOPSes.
