The first user on Lubuntu 20.04 gets the UID 1001

Bug Description

Hello Maintainer,

On live-media the group sambashare has the UID 130. After Installation, the group sambashare has the UID 1000, so that the first user gets the UID 1001.

Using a system with only one user, it is no problem. But if you have more than one user with existing home directories, the users get wrong UIDs.

For exaple:

user0 => 1000:1001
user1 => 1001:1002
user2 => 1002:1003

The Problem exists in Lubuntu 19.10, 20.04 and 20.04.1.
No Problem in Ubuntu, Kubuntu and Ubuntu-Studio media.
