Font scaling not working correctly 20.04

Bug Description

During log in screen and after all text on desktop is enlarged. (no accessibility settings are turned on)

During log in, text scaling can be reset by turning on and off the text scaling accessibility option, however scaling after login is still messed up.

After log in, manual reset of font scaling factor in gnome-tweak software is needed.

Settings are not saved after reboot.

I have been having the same problem for about a month now after an update.
This is happening on 2 different PC's.

After power up I have to open the tweak tool fonts>scaling factor. I have to click down one then back up. then the font looks correct. Other wise everything is larger than it should be.

I am using 4k displays @ 3840x2160
