Upgrade cannot be computed on upgrade from 18.04 to 20.04

Bug Description

There seems to be a cycle of dependencies that breaks upgrade path. However, the current 18.04 has no broken packages, is upgraded, and works correctly. I was unable to spot the problem in the log.
