libzip needs update and build agains proper libssl-dev not libcrypt

Bug Description

Currently libzip in ubuntu very old (1.2.1).
Also libzip have to be builded with cmake with proper encryption library like openssl, because Ark creates broken AES256 encrypted zip files, cuz again libzip builded against libcrpyt(libxcrypt) seems doesnt support AES256 at all.

The package got updated and build-depends on libssl now
