Port has a wrong attribute name "uplink_status_propagation", should be "propagate_uplink_status"

According to Bug #1722720, the uplink_status_propagation extension adds an attribute names "propagate_uplink_status" to port, but the description of the attribute in the documents mistake the attribute name by "uplink_status_propagation", and may misleads the users and administartors about the extension.

    Fix: port attribute name propagate_uplink_status

    Change the incorrect port attribute name "uplink_status_propagation"
    to "propagate_uplink_status".
