Add button to open the layer properties dialog

Bug Description

Using Pinta 1.7 on Ubuntu 20.04

Add the ability to rename the layers. How-days the first is "Background" and the next "Layer *" but it doesn't allow rename.

It should work by double click on layer or select layer and choose menu Layers | Layer Properties and type in new name in Name field.

If you double-click it will open a dialog where the layer name can be edited (same as the Layers -> Layer Properties menu item)

There have been suggestions to support in-place renaming of the layers without a separate dialog, however that would likely still be triggered by a double click on the layer name. What mouse / keyboard actions were you attempting?

True, I didn't notice the feature.

I think add a "Properties" icon in the bar with the buttons add/remove/copy/merge/up/down will avoid future misunderstood.
