Need a way to Sort on Permissions Columns within Permission Group Interface

Bug Description

Version 3.4, 3.5+

With the introduction of angular in the Permission Group interface (Administration -> Server Administration -> Permission Groups -> Group Permissions tab), we no longer have the ability to sort permission columns.

Noting that there was a similar bug in previous versions https://bugs.launchpad.net/evergreen/+bug/1513995

However, the new issue is that there is no sorting ability in the new version.

Adding notes from my work adding new permission groups this week -- yes, it would be great to be able to sort on Permissions (though I like the default alpha sort there) and Group and Depth.

It would be REALLY great to be able to limit or sort a group's permissions by permissions directly applied vs. inherited.

For example - I am working on testing and cleaning up ACQ permissions. My ACQ group also has a number of basic, inherited circ permissions that clutter up the list making it harder to cross check my testing notes/list, the group permissions list in my test server, and the group permissions list in my live server.
