acq: new Angular Acq search collapse should be sticky

Bug Description
This is a proposed enhancement to Angularized Acq Search (bug 1850547).
The new Acq Search uses a tabbed interface containing the 4 Acq searches (Line Items, Selection Lists, Purchase Orders, and Invoices).
If a user collapses/hides the search fields in one tab, that should persist across other tabs until it is expanded/unhidden.

There is proposed functionality in the provider search that does include a sticky search collapse. I suspect that this new development could relate to the Acq [general] search as well.
